Dr. AbdelRaouf "Raouf" Arafa, P.E.
Dr. Arafa is that rare combination the construction industry keeps promising and rarely delivers: a Ph.D. professional engineer who is also a licensed general contractor. He designs the structure, seals the drawings, and then builds the project — so engineering rigor never gets diluted between the office and the job site.
He is also an engineering educator who teaches short professional courses in green building design for engineers, architects, and contractors — the same energy-conscious principles ECDC applies to every project: solar orientation, high-performance envelopes, ICF construction, and design suited to hurricane country.
Clients work directly with the person responsible for their building — from the first site walk to the final inspection.
Our History
Building in Bay County since 2003
Energy Conscious Design & Construction, Inc. was incorporated in Florida in 2003, decades before "green building" was a selling point. The name was a statement of method: buildings should be designed to consume less energy from the first sketch, and built to withstand the climate they live in.
Over twenty years later, ECDC has delivered ground-up commercial projects for brands like Chevron and Señor Frog's, custom coastal homes across the Panhandle, and the post-storm rebuilds that put Bay County back to work after Hurricane Michael.

Those three commitments guide every ECDC project. Schedules are engineered like structures — realistically, and then honored. Budgets are protected by getting the drawings right before the first crew arrives. And every design decision weighs the energy the building will use for the next fifty years.

ECDC is headquartered in Panama City and works throughout Bay County and the surrounding Panhandle. From beachfront lots on Front Beach Road to commercial corridors in Lynn Haven, we know the local wind zones, flood zones, soils, and permit offices — because we've been building in them for over two decades.
